When the recording costs come from your pocket. When you have to find the huge number of hours to commit to a decent recording. When you’re not already big enough to have massive world-wide tours. God forbid you live in a country with bugger-all people, even less with taste, and a million miles from anywhere (kind of kills the touring answer)…
i don’t know where this road goes… and haven’t yet seen a strong correlation between ears and earnings…. i hope there’s an answer that helps good music survive and thrive…
