Drivers face fines for unlocked cars

This is the flipside of the social welfare state.

If you leave your car unlocked, it is a crime. It is a crime because the state considers it to be a waste of police crime to follow up on petty theft from vehicles. 

The message that this send to citizens is that one should expect fellow citizens to steal from you and that if you do not take action to avoid having your possessions stolen, then you are in fact a criminal yourself.

Astounding.
